I'm guessing there might have been a loco on the other end?

Pretty common MoW equipment, built by Brandt in Canada:

I've seen them running about 25 MPH pulling 5 or 6 loaded ballast cars. I often wondered what happens when the truck leaves the track. With all the safety rules in place today, this does not make sense. Nope My FRA man used to say every rule was written in blood.

Actually railroading doesn't suffer fools or carelessness and no amount of rules will change that. The great FRA needs to understand that instead of creating more dumb rules.

If you wish to stay alive or not end up hurt you stay alert and think before you act.

The truck is fitted with flanged wheels that keep it on the tracks. The truck is powering the MOW train through it's own drive system.
