ATSF/BNSF GP39-3

Are the 39-3 (three!) the rebuild GP35 with equivalent engine, generator, electronics and traction motors like the GP39-2?
They do not really look like GP39(-2) and also not like GP35(u) but they are all listed as former ATSF engines.

This looks like a program similar to BN's program to rebuild GP30s and 35s. I haven't looked closely enough at photos, but the clearest feature seems to be removal of the small center radiator fan on the GP35s. There seems to be some mention of rebuilding GP38s to GP39-3s as well. All the other BNSF GP39-XX have other origins and could be barely former SF GP35.
