can anyone identify this photo or the railroad I think it might be midwest and might be a mill or mine road . the track work caught my eye and would like to learn more about it.

I wonder if it may be Northern Minnesota?
I don't know where it is but it reminds me of The CNJ's high bridge branch before they filled it in.
First thing that came into my (feeble) mind....Minnesota. Flat, wooded, and lots of ore...
1. Looks like "flatland".
2. The high steel viaduct appears to be for moving ore cars to an upper level of something. Two short trains up on the viaduct seem to rule out that it was a "main line bridge".
3. Ore cars indicate some kind of mining, could be iron, but then again could be almost anything
4. the Loco to the left is more"modern" than the one to the right, both appear to be switchers ( paired sand boxes )

I don't think this is in a mountainous area, or a wide flat valley, but even that is hard to nail down.
What was the source of the photo? That might be of some help in finding the location, there aren't enough solid clues in the photo itself, and the resolution doesn't permit enlarging the shot to possibly read a road name on the tenders.
I'd guess Minnesota, too. Here's a link to a not-very-good view of a similarly-styled bridge, leading to an ore dock, which might be the structure to the left of Jim's photo.

Yeah, I was wondering if it might be Two Harbors. Silver Bay might be another possibility....
hi sorry it took so long to reply here, but you know life Curse I have it nailed down to minnesota the photo is out of a magazine from the colllection it was in it was either Trains or Railroading.
