Paulman may correct me, but I going to take a chance and say it is dry phosphate car because of the hatches on top. The darker grey is a wet phosphate car.

If you ever wondered what was hidden by those ugly warehouses, now you know it's an marvelous sunny beach!!!!! Taking a break while working there is almost paradise! ;-)
