Thanks everyone for your help.
I should have done a better job with updates.
I did reset the decoders which did not solve the surging issues.
I tried running them on DC but it was only slightly better.
This led me to look elsewhere for problems. As a result I found the trucks oozing grease. I dissembled them and cleaned the gears thoroughly. I lightly lubricated the gears and reassembled the trucks. I put everything back together.
The locomotive ran perfectly. No surging. However, when I put the locomotives in consist the problem started again. In desperation I reset the decoders and left both of them with address 3. They ran fine together so that is how I ran them.
At some point I will replace the decoders as something appears to be wrong with them.

if you are using a long address CV29 may not be changing to the right value.

Since I am still a novice with DCC and I do not have a manual nearby what does CV27 control?

How to Set CV29:
You can typically set CV29 by using your DCC command station or a programming tool. Digitrax documentation provides information on how to use CV29 and calculators to determine the correct value. The 2mm Scale Association also offers a CV29 calculator. Some command stations also provide automated procedures for setting 4-digit addresses, which often involves changing CV29 and CV17/18.
Example:
To enable 4-digit addressing, you might need to change CV29 to a value that corresponds to the "long address" setting, often 38 or 038.
To enable analog mode conversion, you might need to set the appropriate bit within CV29 to "on".
The RR Museum had the same issue years ago. The 4 digit numbered engines weren't running correctly, so in the directions we saw this.
Google to see if there is a manual for your decoders.

DCC has come a long way, basically because the folks that understood the instructions to begin with were nice enough to tell us dummies what the instructions really meant, making it easy for all of us. I like to put long address' in using the CV17 and 18 and setting CV29 programing on the main. You have to be sure you are addressing the right locomotive. I use the BLI address calculator for this chore. I can't find it on line anymore but I would be glad to email it to anyone. It is an .exe file so at times the file name has to be changed to mail it. I don't know of any way to share it here

Does the calculator allow you to use the locomotive's actual numbers?
Ex: PRR 1250 would allow you to number it 1250 in the DCC controller

It is easier to do a screen shot ....This is the results from the calculator with the values to insert in the 3 CVs. The address you would use on the controller is 1250.

You may need to turn off the dc feature on the decoder after reseting it.
I have changed out dozens of decoder because they got fried running on DC or corrupted running on DC. .
You may want to isolate that new section of track you added and see if the issue presists.
