According the ratio you can simulate fresh snow to ice snow / smelt snow. If you want to simulate fresh snow, apply white glue mixed with sodium bicarbonate then cover immediately with sodium bicarbonate. You can even simulate footprint by dipping a figurine in the fresh snow. It's a very economical way to simulate snow.
