May be it sounds crazy but at that scale, you might consider to do some footsteps at selected spots into the sand.
It's very complicated to do that, it's the reason why I choose not to do it.

Footprints in the sand: Just a thought.....
1-mold and cast, or build scale boots/shoes ( left and right ).
2- attach them to handles and weight them for the right amount of "depression in the sand".
3- walk the "feet" across the sand ( heel first and rotate forward and lift ) alternating left/right with the approximate stride of the scale figure.
4-Then, set the sand with a water+glue+wetting agent solution to preserve the footprints.
