You're correct, in Jan-Feb we're looking at freezing temps from New Mexico through Arizona. Remember, Flagstaff is at about 7,000 feet so it does snow enough that it's good skiing at the nearby Snow Bowl. Temps can get into the teens during those months. Albuquerque's temps can get into the 20's at that time as well.

As far as jogging in 115, yes, there are those that think they can show off by doing stupid things like that. Some get away with it, frequently though, there are those that don't. Even in the winter, one needs to be prepared when hiking. Some people go off trail and get lost. Comes night and they're not prepared for those night temps and a few days later it's no longer a rescue attempt, but a search mission. It happens way too frequently here, during the day the heat can be too harsh, at night the elements can be just as harsh.
