Mountian Man, You're right. San Francisco had a water treatment plant on the embarcadero that recieved Chlorine tank cars in/ empties out.

I've never seen a munitions factory modeled...

IN _ Raw Aluminium, Chemicals, Nitrate (Tank cars and gons)
OUT _ Boxcars loaded with munitions out.
