The wikipedia article was interesting to read from the viewpoint of seeing that every metro trasport system has problems with the introduction of new units into service and debates over how many to purchase and how to pay or the debt. Nice to know that Melbourne is not alone in having those problems. As for the cost of the link tunnel and station on the system, I would answer that holding off on building it wont make it any cheaper. Do it now.

I (and most people around here) agree.

There has been extension projects on the transport infrastructure around Oslo for years. We are currently working our way through what is known as the "Oslo package part 3", which includes a number of transportation infrastructure projects for the period 2008 - 2027, with a projected total cost of about 53 billion kroner (8 billion dollars - i.e. 8000 million dollars):

The Kolsås line to the west is being upgraded to Metro standard - that project will be done in 2014, but much of the line is back in operation
The Furuset line will be expanded to the east, going to the Akerhus University Hospital, giving a travel time from downtown Oslo of about 27 minutes
The frequency of departures on the eastern lines will be doubled
The Løren cutoff will be added
A new station will be added to the common tunnel, between Majorstuen and the National Theatre

In addition, numerous road upgrades are done, and the railroad is also quite a bit of work around Oslo: upgrading signaling equipment, increasing track capacity (the main west of Oslo now is quadruple track instead of double track, double tracking is planning to the south east, more trains are running through the long tunnel to the east to free up more slots on the old double track main to the east), additional new commuter train sets and so on and so forth.
