Sounds to me that the ideal answer to this problem would be sprung axels!! 
This mite be able to be accomplished with the proper tools; the knowledge of using them and having the time and firm desire of accomplishment. I think I would be better off running my long wheel base loco (2-10-0) on the level and keep on dreaming.
