Its a commercial track cleaning car that originally had a motor in the cab that spun two posts with little sponges on the bottom that rubbed the track. The motor wasn't working when I got it so I removed it and the sponges, and then glued a piece of masonite to the posts so it glided along the tracks to pick up dust.
The car was lettered for the Southern Pacific so I painted and lettered it for the Penn Central.
