Personal Avatars

I see as in most forums most member's have a personal Avatar above their user ID , on looking through the user control panel I'm finding no option listed to do this.
Is there maybe a minimum post number that must be met or did I just miss something....

After you click on "User Control Panel", you should be a a screen that has "User conrol Panel" in big white letters.
Right underneath that you'll see a six tabs. Click on the "Profile" tab.
On the left of the next screen you should see links. One of those links should be marked "Edit Avatar"
The next screen is where you should be able to upload your avatar.
