Well, Basically, previous to being 21, the drivers licesnes are oriented vertically (so that people can recognize minors and such when age is important). They orient them horizontally afterwards so that you can easily tell the difference.

In PA they just print "Under 21 until mm/dd/yyyy" on the face. Given the lack of reading skills these days though, I can see the orientation difference being a bit more obvious. Unless you forget which is which...
