The mystery loco reminds me of a model loco kitbash before painting. Parts are added, sections of the shell are cut out and other pieces added in, and all of it different colors.

I got out my last diesel kitbash ( unfinished ), and it looks exactly the way you described.

It seems there is a prototype for everything, if you just look hard enough!

It would seem we are all talking about different locomotives. The SD70 is a standard cab locomotive on NS. The SD70, SD70M, SD70MAC, SD70ACe, etc. all look different.

730 pictured above is definitely an SD70MAC.

I'm sorry, but I beg to differ. It is an interior type of combustible choo-choo. So there. :!: :!:
