Deano, all in fun.     As Tom stated it's a New Jersey State Police car from Busch. 

Tom, I located some German figures that had similar looking blouses but they did not have gun holsters.  Don't recall every seeing a PA troop car in 1/87 scale.

After a short wait the tow service arrived with a flatbed to remove the FORD.  The owner was happy that he had not let his Flummoxed Owners Roadside
Disappointment insurance expire.
