It's the power plant from Walthers.  It's being used as a flour mill.

Hi nutbar, Tom, Deano! Don't know what kept me away so long, but before you even realize, a few years are gone

After sorting the cars per the plant foreman's instructions,  WPMA-19 is ready to make the move to pull the loads out and respot the empties.

After pulling the loads and placing them on the storage track, 19 then shoved the empties into the mill.

They then backed off the mill track and connected up with the empties for the trip to the yard.
