No you're not seeing things, or rather you're not seeing .... Never mind 35

I've posted a note for Don and Mikey as I think it takes an administrator to solve the mystery of the missing "New Topic" button.

You know there's a bunch of boxes to fill in and buttons to check when a new forum is set up..
