The figures in that photo are from 
https://miniprints.com, and yes, they are 3d scanned.  Miniprints has a video on their site that I followed to get better results in painting the figures. I have bought figures from miniprints, 
https://www.modelu3d.co.uk and 
https://wwwscale3D.co.uk. for use on the layout.  I like the miniprints because they look like people you see in every day life. Modelu  has a selection of U.S. railroaders that are also nicely done.

     I only test ran it but all functions seem to work OK. I have a few more and they work fine, but my friend has a K4 that does not function well. This one has Proto sound.
