That would be disastrous around here. We got rid on all traces of grass two years ago and even cut down two very large trees that were destine to cause problems, and our water bill still is almost twice what it was a year ago. We can thank our city council for giving into the water company's demands that pretty much doubled our rates.

And they probably want still more!

That's how it works. I thought the state utility commission had jurisdiction over all the utilities, but I guess not in this case. Their ploy is always ask for more than you want and expect more than you need for rate increases. Our power company has been after us to conserve electricity, and now that we have, they got to tack on an extra charge because they figured we weren't paying enough to help them with their "fixed" expenses. They also built a nuclear power plant about twenty years ago and they immediately added a fee onto our bills to cover the expense of tearing it down when that time comes. This is all on top of their normal rate increases. I'm sure it's no difference anywhere else.
