I think that is a key problem Downtown Deco faces. The plain white casts look very poor at least. On the other hands are the professional built structures on their advertising photos scary good. I felt very uncomfortable with the task to close the gap from plain white casts to the perfect showcases. That was the reason why I started very careful with a small kit only.
It is amazing to see how simple layers of brown wash applied with a wide soft brush change this

into this. The result looks much different from a painted styrene wall. You would need considerable effort of skillful weathering to get similar results with a styrene model.

From thereof we feel home again and simply paint the details as usual. Just keep the paint more diluted than we would do with styrene kits.

This detail of "washed" wall from my first kit demonstrates very well how much the white cast changes with a simple wash.
