I suspect it has to do with the fact that the pumps are all calibrated / built to calculate the added 9/10 cent/gallon. every pump would have to have all new gears to allow the dropping of that 9/10 cent stupidity...... not to mention that it's one more cent to the oil companies for every ten gallons of gas sold.
How many cars a day "fill up" ( 10 gallons or more ).....it's that many more pennies a day, and, I would be curious to know how many people don't even think about that 9/10ths of a cent per gallon.
