I believe the original intention was to allow farmers to work late in the fields during the war - the old days of" Dawn to Dusk" in the countryside - now they cite less chance of kids being killed on the roads in the daylight - but they don't seem to worry about the little darlings riding round on their bikes without lights in Winter!
