I love the covered hoppers. I wish I could find more LNE. As far as PRSL, they had GP-38's. Nobody makes them in HO, however they should be easy to make. The locos were black with the PRSL herald and a number under the window. I have a couple of undecorated Atlas GP-38's. There are no decal sets for them but I think I can get by with heralds from either an RDC or passenger car. Several of the Baldwins survive until today. I believe they were S-12's and maybe S-8's. SMS runs some in South Jersey today. Bruce can probably provide more information and maybe some photos.
Great idea! Looking at some photos of the GP38's, it almost looks like a 1-for-1 swap taking off the PRR heralds and adding PRSL's, and like you said, there are decals for both RDC's and passenger cars out there. Food for thought! The easiest paint job ever is either a PRR or Penn Central locomotive. I'll keep my eyes peeled for Lehigh and New England hoppers - occasionally I'll search for those to extend my concrete local. There should be enough undecorated hoppers out there, or maybe a patchout project? Maybe they might have bought some from the Boston and Maine? PRR? Lackawanna? Erie?
