I tried replacing the magnet with neodymium magnets, but the result is the same.  The motor otherwise starts fine and runs smoothly at low speed.

The magnets worked for me. I had trouble with the motor when I first put it back together. It turns out that I screwed back together too tightly. Once I get it all adjusted the motor ran more quiet with a lower amp draw.
