Westbound at West Street, East Palestine, Ohio.  There are two block stations ahead, the first one (Buckeye)is trailing, and the next (Smith)is facing. The man on the steps may be getting ready to grab orders.  They may be to cross to number one track at Smith, or the orders may just say "there are no orders"
