My curiosity about this locomotive led me to search for a Twin Cities railfan forum. I hadn't thought to look for one before! 
Any way, one of the members suspects the unit is heading toward the Horicon WI paint shops. Seemed like a likely explanation to me.
I wasn't familiar with this shop. Learned something!
