I had never heard of a "lap" turnout....I assumed you were talking about a stub t'out... From what I see, this is something where 2 lines overLAP...Is this the case..?

Gus a lap turnout is just two or more turnouts that are built as the name suggests overlaping one another, the photo is the most common type from what I have read .they were used most often in street railroading where space was the premium .
