aha! I've always had a soft spot for the creative and whimsical creations in our hobby, especially when they look like something that could have existed. Call it the "limousine edition", but with all the weird MOW creations I've seen, it would not surprise me if something similar existed. Perhaps it exists somewhere as a some kind of track-inspection-dynamometer car, or maybe part of a rail grinding train. I like your idea 
Edit: your post inspired me to do an internet search for dynamometer cars. Found one with two cupolas, and one with an extra long cupola. No bay windows yet.
