It is an Ex-NYC T3 Class electric, primarily used to run passenger service through the tunnels under the Hudson River into New York City. It operated both off the overhead catenary as well as off the third rail. If you look at the wheel arrangement, 2-C-C-2, you will notice the same wheel arrangement and very similar running gear as the PRR's famous GG-1.

Of course, being more of a Pennsy fan than a Central fan ... I vote for the GG-1!
