Yes. It has been a sourceforge freeware project managed by Martin Fischer up until July 15th 2010, when Martin regretfully had to close down the project due to lack of available time to work on the project. Code is frozen at the moment, but version 4.0.3 is still available for download from sourceforge (see below).
