They would appear to be brass wheels with steel axles. One wheel on each axle is probably insulated at the axle. The question is - what is the insulating material? This is where my concern would be using solvents. No need to worry about shorts, oh no - if the solvent reacts with the insulator, the wheel will just fall off.
