A PM to the moderator, or the admins works. We do try to catch the spam before that becomes necessary, but sometimes it helps.
With phone spam, my current tactic is:
Hey! you made an unsolicited call to me!
Then, I practice my " shipboard vernacular ".
............until they hang up.
