Can we get a Tools Subsection?

I miss the "new topic" button in the tools sub section? Am I doing something wrong?

You know there's a bunch of boxes to fill in and buttons to check when a new forum is set up..

.. when I set up the Tools forum... I forgot a fill-in box :oops: :oops: :oops: :oops:
