You need an old rusty pipe from the windmill to the tank and since the tank is too tall for the cows to drink out of, you need another pipe coming from the side to a watering trough... or a lower tank. Since those things always run over or are shot full of holes, it's a good opportunity to add a bit more greenery in that area from runoff.
