I like Lutz's suggestion of a NWSL gearbox, but would investigate the possibility of placing it on the third axle, with the motor in the boiler and facing to the rear. That should make the gearbox less noticeable.
If you decide on a tender mounted motor, you may be able put a larger flywheel in the boiler or firebox, between the tender/loco universal and the NWSL gearbox. At least the tender's frame and wheel set-up should eliminate the tender-body torque-flop often common with tender-mounted motors.
