I'm not sure it is actually a functional tank car. If it is used for training of local firefighters/hazardous materials handlers, the doors in the side would allow trainees to see how the tank is constructed in order to help them know how to stop a leak if one occurs. The various types of openings on top are probably there to train these same people on all of the various types of fittings and hatches that they might encounter on the various tank cars they would deal with. I think it is a rolling, hands on, tool for training; and it probably is not even capable of being loaded with any product.
