That's the same method that the Yard Services crews would use to re-rail locos and cars at the steel plant where I worked. The locos weren't as big or as heavy, but some of the cars could be. If there was room, a crane would be used to unload a hi-riser (slab car), although if the derailment was severe enough, the car probably would have unloaded itself. (A typical load would be around 160 tons - the cars were modified steam loco tender beds, riding on six-wheel trucks.) For a torpedo car, though, loaded with hot metal, hardwood blocking and lots of sweat was the only route.
