Harry,Those areas would use concrete access roads and unloading pads(where the tanker sits during the loading or unloading)..The unloading pads are concrete in case of a leak or spill.
Also these transload centers unloads centerbeams,boxcars,coil cars,covered hoppers and bulkhead flat cars.
