All that ballast and ground cover certainly makes the layout look a lot more-finished, Deano. 
I have areas on the lower part of my layout that still need ballast and a lot more structures, too, before they look anywhere near "finished" and while most of the track on the upper level is ballasted, there's a lot more track yet to be layed there, and three towns yet to be built.
