They can use or sell it.

I work at the Toronto Public Library and I can tell you that unless they already have a subscription to a particular magazine they have no use for a handful of random magazines.

Unless you have a complete set of a publication they can only hope that you can replace one or two damaged copies that they already have.

However, I never thought of dropping them off at a doctors' waiting room.
