Bethlehem emailed me back and said these trucks have insulated wheels on one side and will conduct electricity to a tender. The side frames are white metal castings and should be oiled to prevent carbon build-up. The #1209 looks like an archbar truck with leaf springs, suitable for a tender. They don't seem to have Dolphins or Kiesels, though.
