It doesn't make sense to me either, but what do I know. I can see the Brooklyn Army Terminal either becoming a shopping mall or a residential complex. At one time, they were talking about making it a prison, but the neighborhood protested. They didn't want criminal elements passing through the neighborhood. I guess they preferred them on the streets in the neighborhood. I lived there, it was not a great neighborhood at the time.
