What kind of engine is it? It looks like a heavy modified ALCO switcher.
ps. Is the lowest step extra large or is it only due to the white paint so emphasized on the photo?

Reinhard, that is an ALCo T6 https://en.wikipedia.org/wiki/ALCO_T-6

The lower step has been modified to conform to the Federal Railroad Administration rules for switching steps on locomotives.
