Here's the hood of a U28B heading for scrap. (photos appear to be early U30B, same in appearance as late U28B.)

I think you have to stick with the subject of the photo (U Boat)...not the other items in it....

Actually, there's lots of possibilities in that photo: something Conrail, something DRG&W, a U-boat, a gondola, and, if you can read 'em, something with the same number as either the scrap hood or the gondola.
