BLF class `box car' of the now defunct "Victorian Railways", state government run railway system of the state of Victoria, Australia. This is one of a set placed in palletized bagged cement traffic.
   
Coincidentally, the BLF code matched with the initials of the "Builders Laborers Federation" trade union, whose members would have used quite a lot of bagged cement!
