There is a building in my original hometown in Mexico that is just like this one. I don't know if it served the same purpose, although I suspect it did as my relatives talked of street cars back in the days. It's a massive building made of granite and sits just a block away from the main square.
I hope to be able to go there this summer to visit relatives and will try to gather more info.
