It depends on what you want to do, but using CS2 for simple image editing is IMHO total overkill. There are plenty of good alternatives out there, many of which are also free. Depending on what camera you have, you may already have some nice software bundled with it.

I use mostly the software that came with my Canon camera, called Digital Photo Professional, where I do most of my editing (adjusting exposure, color temperature, contrast and cropping) before exporting the file (I shoot only in RAW mode) to an old version of Photoshop Elements (came bundled with an old Canon flatbed scanner I bought years ago) for resizing, converting to JPG and compressing. I could do that in DPP too, but I find PE is more user friendly with that particular operation. Another great free software I use occasionally is IrfanView.
