Took a look at the 3rd and 1st place winners down at my public library. (Somebody has June checked out.) Anyway, if the 2nd place is anything like the other two, I would bet I know exactly why you didn't win - you weren't basing your layout on an actual prototype location. I think it's that simple.
Both plans I saw were very well done, but graphically and technically yours was on par or even excelled, IMO.
John Allen always considered planning to be a hobby within the hobby. There is something enjoyable about it for sure.
