The problem isn't lack of computer or software, it's the ability to print in white. There was a printer called "ALPS" that used a kind of wax, so could lay down opaque white.
But unless you're going to do a lot ( A LOT!) of your own, it's probably cheaper to have them made. More so if you can do the art yourself.
